In 1950, Army General Headquarters was restructured in Fengshan, Kaohsiung County by order of MND and Political Department was set up at the same time. In 1963, it was renamed as Political Warfare Department.
On 1st July, 1998, to comply with the Organization Downsizing Project, the 1st, 2nd, 3rd and 4th Administration Office under the supervision of Political Warfare Department were renamed as Counselling Service Division, Cultural Promotion Division, Military Discipline and Ethics Division and Military Security Division and Canteen Division was also under its oversight. On 1st Jan, 2002, Canteen Division was deactivated. On 1st Jan 2004, the Political Warfare Department was renamed as Political Warfare Director-General’s Office and Psychological Warfare Readiness Center was added to expand its organization. On 1st July, 2005, Military Discipline and Ethics Division was restructured to be under the oversight of Inspector General’s Office; Psychological Warfare Readiness Center was restructured to be under the oversight of General Political Warfare Brigade, MND. On 1st Oct, 2005, Security Division was restructured to be under the oversight of Military Intelligence Division.
On 1st Jan, 2006, Political Warfare Director-General’s Office oversaw three divisions of Overall Political Warfare, Cultural and Psychological Warfare and Military Dependents Service and restructured them from division to section. In the meanwhile, Public Affairs Section was established. On 1st Jan, 2007, Military Dependents Service Section was restructured to be under the oversight of Engineer Division. On 1st, Jan, 2008, Sections of Military Discipline and Ethics, Security and Military Dependents were once again restructured to be under the oversight of Political Warfare Director-General’s Office which consisted of 6 sections in total. On 1st Feb of the same year, Political Warfare Director-General’s Office was renamed as Political Warfare Department which consists of 111 staff members and it also administers Military Counselling Education Center to carry out counselling and training program for armed forces.
The department is under the oversight of Army General Headquarters and also the highest command unit of army political warfare which is in charge of the planning and supervision of army’s political warfare. The current political warfare holds the principles of receiving orders from higher-ups for providing supervision and assistance to subordinates. To the general public, the priorities are focused on propaganda, national defence, civil service and news processing; to the armed forces, the priorities are focused on psychological counselling, military discipline security, psychological warfare training, military dependents service, welfare service, cultivation of soldiers’ non-physical combat force and security maintenance. It is expected to elevate soldiers’ intangible combat force, support war preparation and readiness and ensure the accomplishment of military missions.
